Yes, I am sure if I am or not, don't care if you are. :p A rejected site that then fitted the criteria would have to be so different it would be a different site, with the same URL.;)

A regional listing that did not have the contact information listed, could add such information and be listed. 5 lines of HTML would need to be changed... that is a FAR cry from being an entirely new site.

A brand new blog with 2 entries that then updated a few dozen times could also be re-submitted and listed. Again, same site... just added content.

A page full of ads could remove some of them, same content, less ads... tastes great, less filling.

There are many more examples. Though, it's clear you are not an editor if you think that once rejected always rejected.

You even brought up my site being rejected and then re-added. Are you saying that it should be removed again because it was off-line for a few minutes? If that's the case, I'd be guessing that all instances of the ODP should also be taken down... they were borked for months :p

Less ads does not automatically mean more content. ;)
Sites with ads can of course be listed, but only if the original material outweighs the ads or affiliate links.
If it does not, then it does not meet DMOZ Selection Criteria.

Sorry but not all regional sites without a base on site are not automatically, by an editor, rejected. Now tell me who looks like a ex-editor with no experience at all, except listing his own site and a couple of others.

As to your site, well learn to read old friend and then you will also understand what is being said to you.
