got a response from moneybookers

    I sent a letter to moneybookers intending to clear out some critical points here it is :

    "I'm not this is the right section for this but I'm sure some would listen
    well this about general security policy , I have seen a lot of people moving from "x" payment system to moneybookers cause the former get them banned for silly reasons like being in a poor country or not having a credit card , instant use of recently transfered money, loggin in from another IP ....they always ask burdening verifications an that end up by account closed and money gone!
    my fear is that moneybookers is using approximately the same methods, cause many people on my forum reported blocked account for simple reasons as wrong birthday, ...
    please I'd like to make sure that I'm in the right place with no risk of losing money for such reasons

    if it's true that you are using this methods, well you have to rethink these policies AS.A.P cause you don't want to lose million of clients (I got 812 user moved from that x to moneybookers in my forum just citing an example)

    Thank you for contacting Moneybookers.

    Please note that we would never suspend or terminate a Moneybookers account without having very serious grounds to do this. Please remember that it is an essential step of our registration procedure that customer confirms their agreement with our Terms and Conditions. We are glad to inform you that loyal customers who adhere and respect our policy would not experience any difficulty using our services. However, please note the following sections of our Terms and Conditions.

    11. Termination

    Customer may close down his/her account at any time by giving notice to Company’s customer service department. The Company at its sole discretion, reserves the right to close an account of any Customer at any time for any or no reason upon 1 week notice to the Customer and payment of any unrestricted funds held in custody. Moneybookers has the right to immediately close down a Customer account by giving notice if there are valid grounds. Valid grounds are assumed under, but not limited to the following circumstances:

    * a violation of any applicable law or regulation,
    * breach of any of these Terms of Use,
    * if there are reasons to believe that the account has been used in connection with unauthorised or unusual credit/debit card or bank account use, including without limitation, notice of same by Customer’s bank or credit/debit card issuer,
    * in case of abuse of the reversal or charge back process provided by Customer’s bank or credit/debit card company,
    * receipt of potentially fraudulent funds,
    * to comply with money laundering or other investigations conducted by government authorities, agencies or commissions,
    * return of a payment for insufficient funds in the bank account.

    12. Warranties, Liabilities and Disclaimers

    12.1. Customer undertakes not to make use of the Moneybookers Service for or in connection with goods and services as described in section 6.6. and 7.5. of this Agreement and any illegal purpose or criminal activity of any nature (e.g. fraud, money laundering, child pornography) and undertakes not commit any other breach of these Terms of Use. Moneybookers will report any suspicious account activity to the relevant law enforcement authority. Moneybookers reserves the right to apply at its sole discretion prevention and detection procedures and suspend and freeze accounts or refuse the execution of transactions if there are reasonable grounds to suspect that an account is being or may be used in connection with any of the above or if governmental authorities require so. Moneybookers may at its sole discretion assert reasonable handling expenses the Company incurs by a Customers’ misuse of the Service and/or breach of these Terms of Use.

    If you ask me: stay away from Moneybookers as much as possible.

    Moneybookers also good IMO if you follow their terms. They already says

    well, you have to convince us ....I didn't get you there
    yeah.. pretty much consensus on this moneybookers is good a lot better than Paypal, technically but when you consider things on the ground you'll find paypal the only one playing on the marker and relying on moneybookers is not gonna get you anywhere ...is like playing outside the game place believe me;) :p
