your template is not appealing to me. I would change that ASAP. (dark and chains, what is on your mind?)
having buy sell is a good idea..and make sure that its free ..and ya also change the template...check ubuntu's forum - they are using orange color for there forum and it looks really nice.
This is a small thing, but in your signature, instead of titling it 'My New Forum', give the topic so that interested people are more likely to click on it. For example: "My New Forum - Web Hosting Talk".
You need to work on the layout indeed. it's not appealing. your possible members are webmasters or people intersted in design, so they might not like the way it looks. you have to make some layout changes. Keep making new threads and promote. Getting a forum off ground TAKES time
Domain suggests web host so it must be about rankings? Layout looks horrible with those animated buttons and yes, the chains thing IMO.

On the humorous side a saw a great google ad on your site for legal help if I get a dog bite in Florida The chains are great for an S&M forum (make a sub forum maybe?) Kidding I will join and give it a go.
your forum has too many categories in the beginning itself. Try reducing it and as the forum grows you can add more !
what i heard to begin with in forums, you need paid posting services and there are many sites for this too. I think just try to change the ad placement. Present placement does not make them gel well with content...
