Yes - it comes as standard for large agencies (AKA a Google Maximisation). They are great for creating adgroups and expanding KW lists. However, be sure to state your goals clearly, because after they've optimized your account, they do somewhat pressure you to implement their ideas. By stating your goals, you will hopefully avoid suggestions from Google that will be unprofitable (i.e. increase bids on your most generic terms). I would suggest asking them to increase your negative list (at both a campaign and adgroup level). Also, expanding your current KW list to include more 3-4 KW terms (research has shown that people are typing longer queries into engines these days).
I was offered one and it was a complete deny. I told them clearly that I wanted to have my CPC come down and gain relevance. There suggestions were to pause my campaign and increase my bid to the minimum bid (which in this case was $5) Needless to say I clicked decline all.
