Google's Adsense Adwords Dual Policy

I was recently sent lots of mails from Google saying that my site contains wallpapers or images of celebrities in bikini and showing legs and some poses which Google considered could annoy kids (whatever)
While on the other hand whenver I open a site I often come across adult ads running on adwords. Don't you think Google has different policy for publishers and different for advertisers why in the world are you allowing people to upload ads like the one here.

    You should read this..
    https://support.google.com/adwordspolicy/answer/176004?hl=en
You can advertise adult materials, but you should follow Google guidelines and adjust the content of your page
    and terms of use..
