    Of course. PR rise and drop according to incoming links to site. Another factors: PR of incoming links, sites related or unrelated, links from autorithy sites, in the past links on wikipedia, links from edu sites, etc.

    Link building is a constant job that never ends...
    So if it doesn't get what you want this time, you will still have it for next PR update.

    But yes...... you might have a week if the snapshot hasnt been taking yet. ;)

    Note that links always count , even if they are not reflected in the google TBPR update,

    Plus , links also help your ranking in all the other search engines, they don't show pr

    Any time is a good time to get links

    unless the site you are buying the link on is cached daily by google, you are late... cut off date shd be less than a week from today if i am correct i.e.

    Nobody but Google knows the cut off date. The last update was predicted for weeks before it happened. If it is a good relevant link, it will count for traffic but no one here can say for sure about the PR value. Paid linking is being observed so closely now by Google that it may not be counted at all.

    Best advice is that if it is a good deal and will bring you traffic, buy it.
