It's a premium publisher feature. If he has got more than 20 million impressions a month he can use it. But even if he is a premium publisher he cann't use the keywords mentions above in a proxy site. Should be reported..
shocked .. a proxy site is showing loan ads, instead of this he is also voilating another TOS. he is showing ads in setting proxy and theres no labeling like sponsered ads or somethink like that. This keyword is really a high paying keyword ranging.~1.00$ to 3.50$ per click.
