    Google used to have submission button for the XML sitemaps on the Webmaster Tools page that is no longer there. Has it been moved, or have they eliminated it?

    The thing is you have set style sheet for your sitemap and the reason for getting the error is the xsl style sheet shows 404 error.
    You can resolve it in 2 way.
    Opt 1. Remove the line in your sitemap.xml
    <?xml-stylesheet type="text/xsl" href="http://maketakaonline.com/wp-content/plugins/google-sitemap-generator/sitemap.xsl"?>

    Opt 2. Create a proper xsl style sheet
