    I should mention here Google is straight forward 'predictable'. I have done whatever Google ask me to do.
    And, after sometime, Google has given me result :) as my home and internal pages' PR back as earlier.

    It could likely be that some of the sites on your backlinks are involved in a link exchange program, and Google has placed your site under the same brush

    Oh God, my site all recieve this notice,

    Now I deleted all the bad low quality links and other blogs ( I had creat to improve my site) and then submit my site for reconsideration in in Google's search results.

    I want to ask how long my site will back to the old rank.
