Google webmaster central: statistics for queries .. all wrong

    Hello, i have a new website (3 months old with good original fresh content updated every day) which appears to be in the sandbox for all my keywords, and i think one of the main reasons for this, apart from the very competitive niche, is that i overpromoted the website, building a lot of backlinks all with the same anchor title etc.. anyway i misjudged the effect of my promotion and now i'm paying for it.

    what i don't understand is: the google webmaster central tool, the one that gives you the statistics for the main queries in which your site appears, is all wrong.
    accordingly to the tool i should rank very well, in the first page for many of my targeted keywords, but when i try the search my website is not there... not even in the 80th page for any of the keywords..
    is this the sympton of a penalty? is it a common situation?

    i have many other websites and normally that tool is quite precise, and indicates the right ranking for each keyword, that's why i think there could be something going on this time.
