It's a scam, read more on the post at http://www.seochemist.com/SEO/google-vibrations-does-not-exist/

The important thing to remember here, if any one else gets this, is that you should not give out your personal information to any random caller. It may be used in identity theft, or in an attempt to get you to download some malicious software.

Definitely a scam! There is no such thing as the Google Vibration Effect.. and for someone from Google to contact you - please be aware of these scams as it is intended to perform identity theft only!

    Google Vibrations Does Not Exist

by Oli on October 14, 2011

As it turns out a fairly large number of people who do not have private domains have been contacted recently by someone claiming to represent Google advising them that their site has been penalized because they are subject to th e ‘Google Vibrations Effect’.

Now whether this is some vague misunderstanding of the ‘Google Dance’ we will never know, but the fact of the matter is that the term Google Vibrations does not exist, and Google do not call small tiem webmasters (or big time webmasters for that matter) to tell them that a certain part of their algorithm is working against them.

While you may or may not receive this phone call, the important thing to remember is to NOT give out any personal information!
