the sites/pages that it has changed on have changed, so i dont know if it has to do with the content changing if only slightly

we have about 8 pages that randomly alternate between PR4 and grey every few weeks.

    ranking is entirely unaffected

I am familiar with that. I bought a dropped PR 3 domain. One day in feb, google stopped indexing it. Then after 2 weeks, the bar went gray and it is forever grey. I bought another dropped PR 3 domain. It wasn't indexed and it went gray last 2 days.

So from my observation, if a site is not indexed and it goes grey, google had banned the site.
