Google Template Filter Effect on Blogs?

I saw a discussion on a robot of Google where
it finds sites which have been just created for
AdSense. It says that, if a site got caught,
its earning-per-click will go down. It also says
that robot does it jobs examining sites' templates.

Will there be a similar bot for blogs? IMO, it's unlikely.
Has anyone noticed or heard something like that about
blogs?

I don't see why Google would want to penalize blogs, unless of course they were simply MFA.
