Actually they do. PR has been updated continuously since 2005. They have factored that PR into the ranking algorithm continuously since 2005. Any SEO worth their salt knows that.
Where are you getting your information from that they don't do that? Perhaps you are confused between real PR and the representation of that PR that they used to periodically export to the toolbar to amuse us?

I'm assuming to update PR google would have to re-crawl the webpage, and that would be determined by how frequently they crawled the page. I'm not saying PR is going to be obsolete, but I have noticed that when PR changes - my rankings do.

Only PR doesn't matter for a website to rank on Google, there are many SEO factors say for example on-page structure, relevant backlinks from the niche, content on the website, Internal linking, H1 tags.

I am not convinced that Google will discontinue Google page rank, Google toolbar service has been discontinued for firefox but still can be used in Internet Explorer.
Sources of information that you read is Matt Cutts blog, he is a Google officials, but he doesn't saying a page rank discontinued, although a reality in 2014 no update likes previous years can be 2 times update within 1 year.

If Google is not going to update PR then what would be the future of sites with Zero PR? As majority are still looking for sites with PR? Though DA and Alexa is also considered by majority but PR is still given higher priority by them. New blogs/site are seem to have no future without having PR.

I see nothing official. That was no official announcement, just a comment made by a Google staffer. All John Meuller said was "probably" and the last time a Google staff member said that, they then went ahead and updated it.

Page rank has not been updated since December 2013. That should give you an idea they will not be updating.
But hey, continue thinking they will update page rank.

You are confused between real PR (that they still update on a continuous basis and factor that into the search results everyday like they have since 2005) and the periodic export of that value to the tool bar (which they have not done for over a yr)

If Google has stopped updating its PR toolbar, which we still need to check PR anymore? I can't get it.

It was already outdated thing. Google use more than 200 other factors as well while deciding ranking/health of page.

Now a days page rank is not more important then the reputation. If your site reputation is good then its also very beneficial for you. Google needs the quality content. If the content is not good then users leave the Google search engine. Google give first priority to those things which the Google users need then something else. Google just want to fulfil the requirements of the users. If you working well according to the users needs then Google must be give to you the award in the form of Good search results or page rank. "That's all "
