google still considering directory links as backlinks?

    Like many other users said, it really depends on the quality of the directory involved. The most difficult part is to find a good directory list, because 99% of the lists out there are nothing more than crap.

    I have tried several times to search for directories (by using operators like "niche + directory") but often there are real gems that - for some reason - are not showing up in the first SERP positions.

    Anyway, in my opinion there is no need for thousand directories. Once you have a list of 10-20 of them (really good directories) you are set to go. Of course I am meaning for manual submission. Moreover, I noticed that "paid submissions" are usually better, because the majority of automated submitters won't enter there.

    I Think , submitting to those directories which are of high PR's might help

    Directories are great if they are specific to your niche. They are good if they are general directories.
    Both of the above items need to have moderation.
    If your site pass the moderator's approval, Google likes it much better.
    I would not waste time on automated directories. You can use automated tools to speed things up, but you want people to see and accept your link as good.
    Here is another bonus to getting links that a moderator approves. It doesn't get taken down later. That link will probably be there forever, or atleast until the whole post is taken down or the site is closed.
