Low ctr is actually one of the top reasons for a slap. They want ads that people click on so they make more money. It's simple.

I figured that, did you ever figure out how to get unslapped? I really would hate to get another domain just for PPC.

You can create a new account (we often do this when we take over the management of a poorly-performing account) but unless you understand why your clickthrough rate is low, it'll happen again. As well as being penalised for a low clickthrough rate, you also get rewarded for a good clickthrough rate, so it's worth understanding the problem.

The most common reasons for a low clickthrough rate are:

Broad Match - use Exact or Phrase Match if your Broad-Matched keywords aren't working very well. Note that this won't affect your Quality Score; only the Exact-Match performance will.

Generic Keywords. If you sell second-hand BMW's, you'll get a better clickthrough rate on "second hand BMW" than on "BMW", and on "Car", it'll be terrible. Don't just ask whether your keywords are relevant to you, ask whether you are relevant to the searchers...

Poor Adverts. Does your advert stand out? Really?? Try running a search (using Adpreview) and ask yourself why people would click on your advert.

Note that the position of the advert is taken into account by Google when assessing your clickthrough rate, so simply increasing your bids won't fix your Quality Score.
