    Part of Google XML sitemaps protocol. But yes, it is a valid question why it is necessary to URL encode e.g. Hebrew or Arabic or whatever characters as the XML document is UTF8. You can try read more in this sitemaps url encoding article.

    No, there are 2 thoroughly different platforms.
    I think on Win Server you can run ASP and PHP in the same time but it just does not make too much sense unless you really need to do it.

    Better look for an ASP-based sitemap generator.
