There are no tips and tricks because having these links displayed is out of your cotrol. Google hasn't revealed what the criteria are for getting them displayed but it seems to be big authority sites that get them. So make a big authority site :)

As said above you need a load of traffic and authority status. All my links are done through toolbar traffic data rather than the pages with the most backlinks.

I'm not sure what you mean by Google site links. If you are refering to the site: command then you should know that that feature is intentionally hobbled for the purposes of disuading scanning tools. Use Yahoo! Site Explorer and All The Web for more accurate results.

As for developing site links, the more documents that link to your website, especially ones that have search engine authority, the deeper and more often Google's indexing spider will visit.

If you are looking for tips on becoming a link monkey or a link ninga then you should read the articles and blog archive at http://www.SEOmoz.org and blog archives at http://www.stuntdubl.com/ and www.mattcutts.com/blog. Careful study of these three sites and the documents they link out to are all you need to create your very own master level course.
