Google showing inconsistent results

I am right now in the process of optimizing my site for a phrase on Google. My site has PR of 4 and the phrase wasn't that competitive with monthly global search volume < 1,000,000.

Now that I've worked on it for a few days, I am seeing my site ranked inconsistently across different regions via different interfaces.

e.g My site will come up on the top 20 when queried on Google.com with English, top 5 on Google.co.kr with English, entirely missing from the ranking on Google.ca. Since I want to target those three markets, I am a bit confused.

Does anyone know how each Google country ranking is affected?

Your insight will be much appreciated :)

It's not inconsistency after all. I guess they
update their search results every now and then
to provide quality results to users.

    Good luck! ;)

Ive always referred to it as the "google dance" Its natural since google updates its results pretty steadily, especially with newer sites (less than 1 year old). As for ranking on google.ca......try submitting to article directories that are .ca (ex. ezinearticles.ca if there is one). I did this to target UK visitors with good results. Hope that helps!
