You can get these updates using google alerts that alerts you about google's seo rules updates. To set it just type google-alert in google and click on first link then write your keyword(google's penguin update) then enter your email after that click on create alert button. Now you can get updates of your defined keyword on daily basis.

 

My suggestion, if you have no understanding of seo, you may find something to read first and learn about what is black hat and white hat. The only reason that Google frequently update its rules is to eliminate the illegals. If you have done everthing right, then you needn't worry about the updates.
