Unless they are going to give away their formula to Account Executives/Managers, I doubt "their" services include nothing less than: "I think you should make this an H1 tag" "I think this page should be linked more" "I think you should exclude this in the robots.txt document" Just because they own the property doesnt mean they are going to them their "secrets".
Believe me, sites are being payed to be ranked higher to Google. But that's private stuff. I hope they won't address this to the public, or its going to be a mess! I would pay few millions to rank first for "microsoft" key word.
Google will spin them off faster than you can say conflict of interest. There is no way they'll allow this negative publicity to haunt them.
I haven't checked Matt Cutts blog in a while. This is a part of the blog post, posted about a week ago. So, google does not engage in conflict of interests (at least for this matter).
