which date did this tool was launched by google? and is it really comletly new? How does the Search-based Keyword Tool differ from the Keyword Tool in AdWords

Well, when I read what they say in the announcement I think there might be a use for us adsensers (haven't tried it so I'm not completely sure). I base my assumption on what Google said themselves: "... a digital camera blog could decide which cameras to review by looking at which camera models attract the most queries." When you write your content the tool can probably help you finding which keywords are most popular within your topic. That makes it easier to write SEO-friendly content that will have a bigger chance to bring in traffic. That's my educated guess.

Well i checked the tool and it is for adwords, and help you find the expected bid for a particular keyword, and these keywords are found by this tool itself. if you want to create an adword campaign then it will tell you what are keyword can work for your content.
