Google has every right to decide which publisher it wants to work with or not. Copyright infringement is forbidden in their TOS, they're just applying their own rules. How does that make them the internet police? How does that make them decide right from wrong? You're over dramatizing it. They already refuse publishers for plenty of other reasons, and it is within their right. Most people with honest web sites have nothing to worry, those that copy others will get what they deserve, life time banning. If you fear for one old site that is not squeaky clean, remove adsense from it and start fresh.
Google is scared of the competition it is getting from other sites like YPN,MSn and is doing all the things which it should not do otherwise
some people do that and take benefits from copy the content of website and use that on blogs, that's nice..

Google's Bots crawl the web. They had technology to time stamp the data. So, they know when the data is posted on Website A or Website B. >> Earlier the better...
If only they could accept emailed complaint. There's too much hassle to write and then wait for the mail to arrive.

Maybe by accepting only written complaints it will enhance the legitimacy of the claims. I can imagine a lot more spurious/spam claims if all a person has to do is fire off an email. But a physical letter might cut down on that so that only the more serious complaints are made. Now that I read blogspot it appears that a lot of what we see out there is simply copying/scraping and could handled via https://www.google.com/webmasters/tools/spamreport That appears to be a bit different from the issue of copyrighted material, though that line has become pretty blurred.
