I think Google Customized Search Engine is a cool tool to use especially if you'd like to restrict your sources within a predefined list of sites.

The claims I was referring to is that some individuals or companies who might use Google Customized Search to display that their rankings are on the top just because they have been using a limited number of sources. People have to be educated about how this thing works and distinguish it from the main Google search.
