The announcement (Original Here) was made by Matt Cutts, here are the main details:

Google's goal is to detect pages really overloaded with ads, so much so that the user's hard to find the content in the middle of advertisements. For this, the new filter automatically detects areas of pub (without relying on any list of advertising or scripts known), especially above the waterline. This line (above-the-fold in English) is the horizontal line formed by the bottom of the browser screen before the user makes scrolling the page vertically (scroll).

Basically, sites that display many ads above the waterline are in the sights of this new algorithm Google. According to Matt Cutts, about 1% of Google searches are affected by this new algorithm.
