Hi, In this case you should use disavow. you can found disavow link and its helps in google webmaster tools.
I have got sites out this penalty, officially stated as "revoked". The message is a standard one. It can take many requests to get a penalty revoked. So it is important to try and get it right. This message refers to "unnatural links" and would mean you have been hit by Penguin. What have you done to clean up the problem so far? Also something very important to know is that even though your site gets revoked you still have to wait for the next Penguin refresh or update before your site can start to recover.
