    Everyone is going after wordpress themes these days...and i just want to know do they rank high in Google rankings then the static HTML + CSS sites,,,juzt wanting to know

    They can rank very well for longtail phrases if you get a lot of relevant content on there. they also get indexed very fast as they are crawled so frequently. You will of course still need some backlinks etc.

    A blog will alway rank better than any website since it has a lot of content compared to the website.
