    If you mean does google like sites with lots of incoming links the answer is yes. To rank well for keywords, the incoming links need anchor text matching the keywords.

    Yeah.. a larger number of backlinks with same anchor text helps in serp.
    Though getting them in a short period may be treated as SPAM.

    The more "quality" backlinks with related anchor text to your site keywords, the better. Avoid using the same anchor text everywhere though, to avoid the Google Bomb technique.

    No google rankings are not because of high inbound links.

    Inbound links quantity is only 1 factor, most people will argue that quality is better than quantity.

    And just because you have lots of inbound links if you they are irrelivant to your site, then someone will fewer more relevant quality links could outrank you.

    Google Search engine ranking depends on several factors.................these factors are as follows:
    1. content of the website.
    2. website interlinking.
    3. website content optimization.
    4. website search engine popularity.
    5. anchor text distribution.................and there are several others also.

    I actually find keywords with good content will put you to front page. I actually got to 5th on my Alexa Ranking for the keywords "Improve Alexa Rank" on my article last month and it took only a few days to get that 5th spot. My blog is less than a month old at that time. Now its down to 2nd page.
