If you mean does google like sites with lots of incoming links the answer is yes. To rank well for keywords, the incoming links need anchor text matching the keywords.
Yeah.. a larger number of backlinks with same anchor text helps in serp. Though getting them in a short period may be treated as SPAM.
The more "quality" backlinks with related anchor text to your site keywords, the better. Avoid using the same anchor text everywhere though, to avoid the Google Bomb technique.
No google rankings are not because of high inbound links. Inbound links quantity is only 1 factor, most people will argue that quality is better than quantity.
