If the site is 3 months old and has a PR0, does this mean it has been penalized? Or can it also be because the site is still new and Google is awaiting more quality links? Everybody tells me the site has been penalized. But I never had more than PR0. It always was N/A and now only PR0. There are a few backlinks to it. The site in question is www.capitalpawn.co.za
There are many. Google has 3 links using the link: command and yahoo site explorer has over 500 and some are PR7 and PR9 and PR4. Other sites are getting PR2 and they have like 20 yahoo backlinks which are irrelevant.

Having Page Rank 0 doesn't mean that a website was penalized by Google. It's just so happened that it didn't get enough quality links to gain higher page rank.
you can see your website is penalize or not, by searching on google. site;www.yourdomain.com. if your site is not index on google and doing link building, but still not have any result then the site is called penalize. It is quite simple to recognize.
Just you dont have enough PR juice to get better PR Try to get more dofollow backlink and you will get better PR on next PR update

the best way to search whether your site is penalized or not, search for your domain using google search (site:your domain (dot) com). If it shows results for your website then your website is not penalized. To gain high PR, you should increase your link popularity by linking to good quality websites. Make sure, you do not purchase 100s of links in one go. You can take help of link popularity building professionals
I don't think that your site is penalized for you have a PR but as low as zero.. I suggest you gather more quality backlinks and post more relevant information to your site.. just be patient about it.. It takes a couple of times and a lot of hard work..
If you are getting good serp rankings instead, you don't have to worry about PR, it usually follow when a site gets good rankings.
Google haven't updated PR for over 3 months. Not only your site, but also many sites' PR haven't been updated. I think Google is going to shut down PR.
If your site moved from PRN/A to PR0, it mean that Google have update your site in one of the minor update that have take place about 3 - 4 weeks ago. If you have good backlink to the site, it may get some PR in the next Goolge general update.
As google is updating their PR policy for now, I'm unable to say what the cause to not give your site rank well. Don't worry for PR, create quality backlink everyday as much as you can & see what happen. Imdad
