The prediction tools aren't accurate as they just count links.... The things that seem to matter the most is: 1 - Number of links 2 - The types of links and where they come from 3 - Page update frequency - pages that update often get better PR
I use iwebtool for a reference to the prediction. Ultimately, if you check the backlinks, you can pretty much guess right. The only part no one can guess is whether Google lets the PR points pass or not. But assuming all of your backlinks give you PR points, all you need is to check their relevancy, PR, and the quantity of them. With this method, I always predict right

Currently PR zero iwebtool predicts 5. another tool predicts 6. From my point of view...anything over a 3 will be gravy
