They do not want people to buy Pr because that would make the sites that paid the most be listed the best. The site could be of no value but listed top of google
A lot of advertisers are looking at the PageRank. Google really isn't concerned with the passing of PageRank, they are more concerned with the search results being tweaked to favor a certain website.
But how can search results be tweaked by low ranking PR sites placing links? I am talking about the fact that Google ZERO'D a lot of sites for blogging about services and putting links in the post. A lot of the bloggers had no more than PR4. Tweak search results how? Q...

It's quite funny really when people like Matt Cutt's himself gives out Dofollow PR7 links to SEO's who spend all day manipulating the algo.

Yep. Advertisers are much less likely to buy text links on blogs that don't have a pagerank. Plus, the text link will be much less valuable ($) to the publisher.
