You can boost a Google Places ranking by having more reviews and spreading them around also to other sites like Yelp, adding more content (images, video), and just generally making sure the listing is as complete as possible (among other things). I can't speak for the guy who put up the ad in question, but I do know of someone who does something similar to what I assume he is offering, and it does work.
He'll just have lots of accounts which appear to be based in different places. Not rocket science and it'll make your business look spammed
Could be creating accounts with IP's from different cities. MANY quality Google Places reviews does work. It helps to boost the local searches (the map listing will rank higher and will help your organic rank).
