I search my blog keywords on google.com usa (adding &gl=us to search result) - show good result, no penguin affect. But co.in and .com (India) my search result affected by penguin.

    Why?

Good question...never heard of this problem before....maybe something to do with your ip address? Who knows...Google has so many algorithms its almost impossible to keep up...Did you try googling an answer to your question?

EverythingMarketing you are right about the IP address.

Your going to get better results in the country where you host at.

Try building some back links that are only natural for your anchor text. That was a major part of the recent updates.

No, my one is ok. I am not sure whether the ip address is the cause or not. Because, if a site is attacked by penguin, it should not be for specific country ip. Google penguin attacked for bad quality links, is there any position for ip?

Well, With the Penguin update Google has proven that it is beginning to not let spam slip through its radar. The best way to be prepared for these changes is to ensure your website is tuned for user-friendliness and quality, and not rankings alone.

Hm, You don't know exactly that your website was affected by Penguin.
I had a similar situation but in US my website was lost in rankings and in general SERP (google.com) everything was OK
Site hosted in Europe. And I know that this site has not quality backlinks
