Google Penalty - sitewide or per search phrase?

I think I got whacked by a Google penalty... I was briefly #8 for a indirectly target search and it went back down to #11 after a few days. So I kept at it and suddenly today its #51 across multiple data-centers. BUT! Other search phrases (very similar ones) seem unaffected, as they are up or down by 1 or 2 as would be expected by a typical Google dance.

So, my question is, can you get a Google penalty for a single phrase or are they only implemented site-wide?

Penalty is a too strong word for loosing several positins... When you have been penalised - you would not find you listing with Google at all
