What are the major Google Penalties and on what grounds they do implement for the website. Do they get rid off after the restricted period?

Its really a hype. Googles rankings are based on points on certain factors.

Firstly the penalty is that your site will either be not found over Google or the site ranking will be depleted.

Regarding Time frame - There are not any type of time frame described by Google once the site is penalized. It can take months or years.

Best thing to do is find and remove the content which caused Google penalty and resubmit through Webmasters Tools

you can get penalized if someone reports you for buying links and sending in screenshots of it. Or if people word their adwords campaign wrong, and use all caps, or violate post TOS

You won't get a very definitive answer from this I don't think, just try to stay within reason.

I believe one of the major penalty that I see often is the malicious software penalty. If Google find some malicious codes on your website, they will notify you and give some time for you to fix it. Otherwise, they will not show your site on their search results as far as I know. Correct me if im wrong.

Duplicate content is maybe one of the main reasons why people get a penalty. You should never copy and paste content from another site. I have seen sites that used nothing but rss feed to html converters. They would take an rss feed from somewhere like yahoo news, and then convert that to an article on their own page. Those sites are usually delisted and banned from googles index. Because they have no original content.

Bought links or excessive link exchanges.

Fix the problems and submit a request for reinclusion through your google webmaster tools.

I agree with the person who said you don't necessarily get penalized by google, just not rewarded. You can be rewarded for great content or just let your website flounder in cyberspace.
