Is it true that Google Panda problem is over? I've read somewhere that articles are back and can be a good source for backlinks...

Articles are back but not as well as earlier. They are better than what they had become a couple of months back fresh post-Panda.

Panda is just a Google search engine update.

If you have good quality content and nice backlinks/natural, you'll be fine over time.

Remove all those comment, install anti-spamming plug in and set comment moderated required

As long as you're using quality content I don't think Google will ever penalize you regardless of their updates.

Its quite more effective to spread your source of backlinks, articles still have some benefits, just not as strong at they were pre panda

Google's Panda update is still in effect and never will be out. It is about removing low quality content listing in the SERPs so as to give clean and neat browsing experience to visitors. Since most of the article directories contains repeated or low quality content over and over again it will be difficult to rank in the SERP unless a strict measures taken to elevate the poor content from their pages.

I don't think its over, just that certain articles are a little more restrictive in what they allow, inorder not to fall short of the Panda algorithm
