No dude, its not hard to start SEO for a new site! the hardest part is to start SEO for a panda bitten site! just follow the TOS of Google no one will bite you
if your site have unique and high quality content then you can really defend google panda'a aggressive mode. one of my blog have failed for low quality contents.
Actually Google Panda checks your content,backlinks,pagerank and duplicacy also so if your website best to best then you have to submitted.
First of all you need content written in perfect English. So you might want to hire a native to write your articles.

Indeed! Panda is getting more and more accurate at fishing out the sites that are just terrible spammers. Dance is something to be worried about though...cause who knows wtf that's about?
