Buying blogroll links from websites that have a higher pagerank than yours can help boost PR. You just have to be careful b/c buying from bad sites can also hurt your rankings. PR and rankings are 2 different things.
Getting page rank is not a walk in the park. You need to struggle for off page SEO, which includes guest posting, blog commenting on authority/high PR dofollow sites in your niche. Beware, not to gain links from sites which do not relate to your niche.

You can always pay somebody to do this for you... Or at least pay for a backlink on a HIGH PR blog/website or do link-exchange (sometimes free, sometimes cheap!)
