Google Page Rank - Do Onsite Links Count?

As I know when passing PR value, the PR of
the page and the total number of links in that
    page matter.

For number of links, do onsite links count?
I mean links that point to the pages in same
web site. By looking at the formula, it seems
    they count.

    Any clarifications please...

You need a good structure on your site to make sure the PR flows to the most important pages. The top 20 most important pages, including the homepage, should be linked from all pages on your site.

It is most important that your site is constructed well, and sites that are set up correctly with quality content, will then after lots of hard work attain a good PR

    Thanks for clarifications.
But what I wanted to ask is
    do they count in "numbers"
    as outbound links when calculating
the PR a certain web page can
    pass to another page?

I agree that in order to pass PR between all of your pages smoothly, you need a good internal linking structure, but a good PR in general is achieved through tons of relevant incoming links.
