Usually the main reason why it is not accepted although it does not violate any TOS is because the site lacks quality content. Work on adding more content and just try again.
It would be fair to assume that you dont comply with there TOS,rather than keep submitting all the time why dont you site down and workout why and try and rectify the problem and then re-apply.
Yep and make sure its not viewed as a 'made for adsense' site in other words it should be seen that your site is a quality site that has been built to provide useful information - not built specifically for generating income from Adsense.
Kinda strange as it's simple to get in. What's the site? Legal stuff, right? Check out the TOS and make sure that everything is according to TOS. You may also try regsitering with a blog on blog spot - kinda better apporval rate.

dude, the best way is to make a decent blogger blog with some quality post. And then apply through the built in application system.

Spend couple of days in creating blog at blogger.com, fill it with content, then apply for an adsense.. it will take only 3 to 5 business days..
