Did any one knows when the next google PR update will happen ?

pr update should be very soon. lots of people are waiting for a 'change'

PR is on the way! it seems me it will be updated within a couple of weeks.

i was reading Matt Cutts blog, but nothing written about PR update.
by the way, can anyone give the right information about evaluating quality of backlinks by google or if you want how the google algorithm evaluate quality of backlinks before updating PR ? i mean official source
