Um...doesn't seem all that important. Russia is just another country now. It makes sense to open an office there. It's a big place with lots of potential customers.
Russians use their search engines like Yandex and Rambler and I think google is less popular there. Looks like google's going to really rule the world, or at least the internet heh
These are tactical movements which are necessary not to get a ban in the future when governments will try to get more and more control over the net. Clever moves from big G - on and on ...
Maybe they can get some good tips from Gazprom about how to exploit a monopoly: "If you do not accede to our demands, we will cut off your country's access to information, comrade President"
I wouldn't say they are moving there, but it does look like google is thinking 'enough is never enough' =)

By statistics Google takes a third place after Yandex and Rambler in Russia. I think the simple users don't know Google. Yandex is good SE for russian documents only. It's not an universal search engine.
Yeah, considering Sergey's parents left USSR around 1978, I would imagine he has his own reservations about the place. That said, Google already indexes Russian pages does it not? Finally, nice pic there M_G
