Google Manual action solution

    I created a store five years ago.
    I did some basic submission into SE and It performed well from its beginning.
    I wanted even better results then i bought several SEO packages.
    It performed even better.
    Then i got google manual action and my traffic dropped to about 20%.
    I hired a freelancer who promised to get rid of the problem.
    My manual penalty was removed after a few attempts but my traffic and sales dropped even more than before.
    I believe it can be because the freelancer removed nearly all links pointing even those good ones to my site to be successful with penalty removal.
    How to fix this problem?
    My idea is following:
    Copy the site (store and blog) and put it on a new domain.
    Do the elementar safe backlinking.
    My questions are:
    1. Do i have to remove the old site from Google database? My idea is to redirect old domain to the new one somehow. Can it improve the new results or can i harm it?
    2. How about duplicated content? Can be a good solution to ask all my old site content removal from Google before starting the new site?
    3. Any other ideas how to revive the site somehow?

    Hi SwordMan, there's more questions that need to be asked here before advice can be given in terms of the best way to proceed.

    In short, you should stop doing link building in this way. 20% of your links would have given 80% of your search performance (or thereabouts), it have only been one or two links that generated the high search performance but they could have been removed. On the other hand, it may not have been this, there isn't just one algorithm, there are many, all running at once with many factors in play.

    In order to do a full analysis I'd need to look at your Webmaster Tools Search Console.
