this is not something google thought of. it is a federal law in the US on how to send a complaint of the Digital Millennium Copyright Act. only people/companies or representers of such can send a DMCA complaint if they own the copyright of the items. if you send a DMCA complaint and your not the copyright owner,you may be civil and criminal liable.
