    Google is enforcing their TOS, you are not allow to manipulate SERPs or pagerank, by selling text links that do not use the ref="nofollow" tag you are technically manipluating them since they aren't natural, lets face it, if they didn't pay the link wouldn't be there in the first place :)

    If you do the crime, expect to do the time.

    Google changes their TOS about as often as most people change their underwear...so long as it benefits Google and their bottom line.

    Well, considering its Googles search engine, technology and rules I would think so. It has always been a TOS violating to manipulate SERPs and Pagerank, even before pagerank existed. The rule was always in effect, again don't do the crime if you can't handle the time.
