Yeah, they were taking votes on which features webmasters would most like to see added to the Webmaster tools. Matt Cutts blogged about it recently. See: http://www.mattcutts.com/blog/webmaster-console-features/ These are the features they are considering. They're not "loopholes." Don't get too wrapped up into Matt Cutts & Company. He is a google employee meant to distract you from the money.
i believe the most important part is that. you are not allowed to correct the penalty reason (or problem), if you dont know the reason
Every one wants more information about penalties or other scoring issues. But Google is not going to give that information.
