Google Limiting Impressions?

I've been running Google-Content traffic for several weeks with no problems, campaigns were spending steadily in the $600/day range with plans of ramping...I started noticing a drop in spend - $300/day range, even though my campaigns weren't hitting their budgets and I had been actively raising bids to get more volume. I have minute by minute traffic monitoring systems in place and was able to discover that every day at roughly 1pm my Google paid traffic flat-lines - again without any sort of ad scheduling or budget issues. I wrote into Google as soon as I discovered this and the rep initially told me that everything was normal within my account and that the UI can be delayed for up to 3 hours...blah blah. I asked that a specialist look into the issue because my monitoring systems clearly show the sudden halt in traffic. The specialist wrote back and told me:

I understand that you're concerned about a drop in your ad impressions on
the display network. Due to multiple complaints from our users and
publishers, we've limited the appearance of certain categories of ads on
our display network; these limitations may have affected your number of
impressions if your ads fell into these categories.

These categories include (but are not limited to) low-quality affiliate
sites, sites that misappropriate user information and data, sites that
mirror another site's content or serve to funnel traffic to a different
site, sites significantly lacking in unique content, and other sites
representing other business models about which we have received multiple
    complaints.

Please note that in some instances, your ads may not appear on placements
that are considered irrelevant to the services or products promoted..

We apologize for any inconvenience this has caused you. However, Google
strongly believes in providing a positive and useful experience for both
users and advertisers. As a business, we must make decisions regarding the
advertising and business practices that may affect this experience.

My site is completely Google compliant and offers real user value so I am more than puzzled...anyone else seen this? any ways around it?

    Thanks in advance,
    James

It's possible that users complained about your site and/or excluded your URLs in their Adsense accounts.

    What does your site offer?

It may also be possible that you would have included you site in managed placement which are not relevant to your site. Try refraining from managed placements.
