Google likes different language sites linking?

    Hi,
    If a German site and an English site perform a link exchange with each other with same PR,
    1. Does Google penalize for not being relevant
    2. or Google endorses it
    3. how is PR affected

    That's a good question and i think google doesn't penalize at all, it's like having a site in english, french, german. They link together and make the website out even if people doesnt understand all the languages.

    In many french websites i noticed many links pointing to english forum or english pages...
