Google like organic inbound links....According to Google Linking scheme they frown on excessive or too much "I link you you link me" approach (linkexchange)...

In Hard Link I mean getting the exact link of our site .

    Redirected Link
    Consider site www.xxxxxxxxxxx.com
It provides link to my site like www.xxxxxxxxxxx.com/out.php=abc.com
    which redirects to my site

Generally redirected links like this don't pass pagerank

One of the way Google recommends for webmasters to create links that do not pass pagerank is by setting up a redirection like this and blocking Google from following the redirection url using robots.txt

Check the robots.txt file on the site that provides the link and see if it disallows robots (googlebot) from indexing out.php.

If it doesn't, then install live http headers extension for Firefox and see what goes on when you click on that link.
