Keyword density is not a factor in search results, in fact trying to follow a specific percentage can actually hurt your site since it might appear your "stuffing" keywords. Write your content "naturally", the keywords and phrases themselves will also appear naturally. Guess what, if your content isn't providing the keywords or phrases you want "then it's not relevant to those phrases"! If you are targeting a less competitive term, focus on your title first. It should be highly relevant. Also, highlight keywords wherever they occur - make them bold or change them to italics. Then focus on your page content. Because, having enough keyword density will not harm you. Lastly, focus on your meta-tags. If you are targeting a more competitive term, you need all of the above, but they by themselves will not help you. You need to focus on offpage optimization (link building, etc) in that case.
Keyword density has less value nowadays. As long as you create the content using your targeted keywords in a good way and readable for your readers that would be ok.
